一年，我们相守的时间似乎很短，但我们相知的日子已经很长；从日内瓦到北京，我们相隔的距离似乎很远，但我们促进知识产权事业发展的共同心愿却让我们最终跨越千山万水走在了一起。

7月22日，世界知识产权组织（WIPO）中国媒体研修班暨WIPO中国办事处成立一周年活动在京举行。作为致力于“为创新聚合知识产权解决方案”的知识产权新媒体服务平台，知产力应邀参加了此次活动。活动现场，新老朋友相聚一堂，回顾历史，展望未来，共话知产之美。

去年的七月，世界知识产权组织（WIPO）中国办事处在北京成立。一年来，作为中国与WIPO合作的新起点，WIPO中国办事处发挥着中国与世界知识产权组织之间进行合作交流的桥梁和纽带作用。白驹过隙，转眼间WIPO中国办事处已成立一年有余，一年间双方在人员交流和培训、信息技术、知识产权业务推广、公众知识产权意识提高、联合研究等方面深入开展合作。WIPO中国办事处为中国企业和创新者提供着更为便利和优质的知识产权国际服务。

因时间原因，世界知识产权组织（WIPO）总干事Francis Gurry先生未能亲临活动现场，但他特地为活动发来了自己的讲话视频。以下为Francis Gurry先生的中英文讲话稿，以期与各位朋友们一起分享在过去的一年里，WIPO中国办事处的点滴精彩。

各位尊敬的来宾，大家好！

恰在一年之前，我有幸到北京参加一次重要活动，那就是为产权组织中国办事处揭幕。我清楚记得，七月份的北京艳阳高照，天气炎热。这是个好兆头。预示着长期以来产权组织与中国的合作关系，向前迈出新的步伐。我们对此感到自豪。

在长期合作中，我们见证了中国在知识产权领域白手起家，通过不懈努力，成长为世界知识产权大国的历程。中国拥有世界最大的专利局、最大的商标局、最大的外观设计局，也是世界重要的文化作品生产国。所以，世界知识产权组织进驻中国特别是北京是十分恰当的选择。而且，这一举措也十分切合——我们希望——中国政府的经济发展战略，那就是在“新常态”经济模式下，强调以创新驱动经济发展。

产权组织进驻中国之所以成为可能，离不开中央和地方政府的大力支持。在此，我要特别感谢中国外交部、国家知识产权局、国家工商总局、国家版权局、科技部、国务院法制办、北京市政府的大力支持。

如刚才所说，我们特别感谢各级政府的大力协助；同时，作为接受方，我们也为这些建设性帮助感到自豪。产权组织中国办事处的选址确实具有象征意义：这些建筑是在创新驱动型经济背景下，代表中国的文化符号。所以，我们很荣幸能够使用这个地方，并利用中国知识产权服务体系提供的服务。

一年来，办事处开展了许多活动。我不打算逐一列举这些活动。我在此提一下，出于两个原因。一是说明办事处确实得到中国所有利益相关方的支持，二是向辛勤的员工表达敬意。在我的老同事副总干事王彬颖女士的代领下，各位同事不辞辛劳，推动活动的开展和交往——我们与各方的交往还在不断增加。

我要感谢中国，感谢中国所有的相关机构。感谢你们给产权组织的机会，使我们能够常驻中国，参与中国经济的大发展，参与中国的知识产权事业，帮助中国利用知识产权作为经济发展的工具，加强中国经济的创新能力和活力。

祝大家庆典活动顺利开展。很遗憾不能像一年前那样亲临现场。我相信我们庆祝常驻中国的理由将越来越充分。

It was one year ago exactly that I had the privilege to be in Beijing for a momentous occasion, the opening of the WIPO Office in China.  I remember it very distinctly that it was a very warm July day, with the sun shining brightly.  It was a good omen for this new step in a very long-standing and proud cooperation that the World Intellectual Property Organization has had with China.

Over the course of that long-standing relationship that we have had, we have seen China commence afresh in the field of intellectual property and undertake a journey to become a major intellectual property power—the biggest patent office in the world, the biggest trademark office in the world, the biggest design office in the world, major producer of cultural works.  It’s thus very fitting that the World Intellectual Property Organization sought to establish a presence in china and in Beijing in particular.  And that is very much, we hope, in keeping with the economic strategy of the Chinese authorities with the “New Normal” mode and the emphasis on an innovation-driven economic development.

The opportunity to be able to establish presence in China for WIPO could not have happened without the extraordinary cooperation on the part of the Chinese authorities, both national and local.  To name merely a few, we’ve had the extraordinary cooperation of the Ministry of Foreign Affairs, the State Intellectual Property Office, the State Administration for Industry and Commerce, the National Copyright Agency of China, the Ministry of Science and Technology, the Legislative Affairs Office of the State Council, and the Beijing Municipal Government.

We are really extraordinarily grateful for this engagement on the part of all of the Chinese authorities, as I have said, both national and local, and the extraordinarily constructive cooperation that we’ve been proud to be the recipient of.  The premises that were placed at the disposal of WIPO for its Office in China really represent something very symbolic: The premises are a cultural icon, and this in the context of an innovation-driven economy.  So we are privileged to be able to occupy these premises and to use some of the service of the development of intellectual property services in China.

Many activities have taken place in the course of the 11, 12 months since the opening of the Office.  I won’t go through those in detail, but I would like to mention them for two reasons.  First to show that the WIPO Office in China has really been embraced by all of the stakeholders in China and also to pay tribute to our very talented staff under the leadership of my long-standing colleague, Deputy Director General Madam Wang Binying, staff who have driven these activities and engagement—increasing engagement that we have with all of the stakeholders.  

I would like to thank China.  I would like to thank all of the authorities in China.  We are deeply grateful for this opportunity, which will be residents now in China and to be part of the momentous development that is occurring in the Chinese economy and in China’s embracing of intellectual property and use of intellectual property as a major tool for economic development in the context of a very highly innovative and dynamic economy.

I wish you a very fine celebration.  I regret that I am not there personally as I was 12 months ago.  And I’m sure that we will have increasing reason to celebrate our presence in China.
